Large Scale Infrastructure Projects: The Art of Project or Change Management?

摘要: Although it is generally understood that change is a fundamental component of managing projects in the construction industry in general and an inevitable challenge for large scale infrastructure project in particular, there has been little to no attention in the literature to understand change in this context from a more holistic perspective. For this purpose, this work looks at change through the eyes of a framework of six batteries of change that seem essential to charge an organization’s capabilities for change. The framework brings together the expertise of four specialists that all have developed their insights over many years of study and practice, and has been validated through an extensive review of the management literature on organization development and change. Reflections on the application of this model in the construction industry and in large scale infrastructure projects demonstrate that energizing organizations to successfully deal with change goes beyond the traditional techniques of managing change from a program or project management perspective. Assessing the six batteries of change in this context can help organizations to develop capabilities for change that build change energy by balancing formal/rational methods with informal/emotional interventions at both a local (department/subproject) and global (business) level.

国产首架大型客机研制项目的风险管理研究

解决国产首架大型客机研制工程项目风险管理诸多国际性难题,提出三维风险管理、熵风险评价原理和方法,攻克大型客机研制项目组织、进度五个领域全寿命期风险管理的系列关键问题,创建了与全球配置接轨的、大型工程跨国研制的风险管理模式,以及群集成管理全量表操作实施体系(英APM-BOKV4.0),建立一体化信息风险管理平台以实现全寿命期风险管理协同效应优化,确保低风险、优质高效地实现建设目标。

摘要: Large-scale construction companies develop rapidly when facing more and more opportunities and challenges of programme contracting. However, project management technology, not meeting the requirements of firm growth, still stands proud, while relevant programme management methods have not been well studied. Therefore, this paper commences innovative application of coordinated management theory to programme management according to the need of changing the existing management mode in large-scale construction companies, then puts forward the dynamic coordinated management model composed of the dynamic coordination of function module, interface module, support module and evaluation module. Besides, coordination degree was introduced to make auxiliary analysis, so that companies can utilize internal and external resources more effectively to realize the goals of programme management as well as enterprise strategy.

摘要: As the coal-dominated energy structure will remain unchanged in the short term, the sustainable development of the coal industry is still serving as one of the foundations for the sound development of the national economy. The construction of modernized mines based on "four orientations", that is, orientations of scale production, modern technology and equipment, informationized management and professional working team, has been rapidly enhancing its development in the recent decade. However, in the next decade or an even longer period, the industry, with the energy centre shifting to the West of China, will be exposed to new options and development in the layout, structure, model, technology, etc.

大型公共项目融资风险与控制研究

在大型公共项目的运作过程中,融资已经成为解决资金缺口的主要手段。笔者在界定项目融资结构、项目资金流量及其内涵的基础上,通过建立定量模型,从融资比例、建设工期和项目收益率三个方面对大型公共项目运作中的融资风险进行了分析,并通过算例对该模型进行了验证。

巨项目系统属于复杂系统的范畴,过度复杂的系统构成增加了巨项目管理的难度。提出有效大系统,目的在于通过对巨项目系统规模、范围、要素的确定与精简,实现巨项目管理效率的提高与目标的达成。本文首先界定了有效大系统的定义及其有效性来源,然后利用模糊关系矩阵模型提出了该系统内要素贡献度与关联度的判断方法,最后采用合作博弈的优超模型解决要素间的协调问题。

Diagnosis and recommendations for transjurisdictional water pollution management in China

摘要: Large-scale water environmental deterioration is one of the most prominent environmental issues in current China. Transjurisdictional water pollution is an important reason for water environmental deterioration of river basins, and currently there are some major defects that exist in China s management system related to transjurisdictional water pollution. With seven major river basins in China as an object of study, this paper is designed to perform a diagnosis of major problems about the transjurisdictional water pollution management in China from three aspects, i.e. institution, mechanism, and legislation. On the basis of this, it gives an overall train of thoughts on the reform of transjurisdictional water pollution management in China, and proposes specific recommendations from the aforesaid three aspects.

提出并论述了在大系统中跨学科、跨行业、跨地区实行工程总量控制的新工程管理思想,其在产业结构调整和科技驱动创新等方面促进了经济发展方式的转变。以中央水利工作会议确定的水资源开发、利用和保护的三条红线及笔者在北京、上海主持或参与制定的工程规划为例,为生态文明美丽中国建设对改变水环境、保证水资源的工程总量控制做了定量分析,供各类工程总量控制参考。

Large-scale App privacy governance

摘要: Recently, the problem of mobile applications (Apps) leaking users’ private information has aroused wide concern. As the number of Apps continuously increases, effective large-scale App governance is a major challenge. Currently, the government mainly filters out Apps with potential privacy problems manually. Such approach is inefficient with limited searching scope. In this regard, we propose a quantitative method to filter out problematic Apps on a large scale. We introduce Privacy Level (P-Level) to measure an App’s probability of leaking privacy. P-Level is calculated on the basis of Permission-based Privacy Value (P-Privacy) and Usage-based Privacy Value (U-Privacy). The former considers App permission setting, whereas the latter considers App usage. We first illustrate the privacy value model and computation results of both values based on real-world dataset. Subsequently, we introduce the P-Level computing model. We also define the P-Level computed on our dataset as the PL standard. We analyze the distribution of average usage and number of Apps under the levels given in the PL standard, which may provoke insights into the large-scale App governance. Through P-Privacy, U-Privacy, and P-Level, potentially problematic Apps can be filtered out efficiently, thereby making up for the shortcoming of being manual.

大型公益项目全寿命周期过程集成模型及其支撑条件研究

大型公益项目管理全寿命周期过程集成是指从项目决策、规划设计、实施、运行维护、结束等阶段的项目过程集成。本文以实现项目全寿命周期目标体系为目的,以系统观点、过程观点及价值工程思想为指导,研究了从项目策划、规划设计、实施到运营的全过程集成管理,及其不同阶段不同任务之间的相互关系和作用,建立了大型公益项目全寿命周期过程集成模型,并讨论了大型公益项目全寿命周期过程集成的支撑条件,实现项目全寿命周期的平衡与和谐,提高了项目投资效益和社会公益服务功能,从而提高了大型公益项目的价值。

Investigation on the integral output power model of a large-scale wind farm

摘要: The integral output power model of a large-scale wind farm is needed when estimating the wind farm s output over a period of time in the future. The actual wind speed power model and calculation method of a wind farm made up of many wind turbine units are discussed. After analyzing the incoming wind flow characteristics and their energy distributions, and after considering the multi-effects among the wind turbine units and certain assumptions, the incoming wind flow model of multi-units is built. The calculation algorithms and steps of the integral output power model of a large-scale wind farm are provided. Finally, an actual power output of the wind farm is calculated and analyzed by using the practical measurement wind speed data. The characteristics of a large-scale wind farm are also discussed.
